Assistant Vice President for Health Policy (PC1-09)

Office of the Vice President for Medical Affairs

 

BASIC FUNCTION AND RESPONSIBILITY

 

Senior administrator for health policy initiatives for the Office of the Vice President for Medical Affairs (VPMA), including identification, development, communication, implementation and assessment of policy issues, in accordance with University and Board of Regents policies.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES

 

Coordinate and lead the development and implementation of health policy-related legislative priorities for UI Health Care, in accordance with University and Board of Regents policies.

 

Educate internal constituencies and stakeholders regarding federal and state legislative initiatives and develop written positions relative to such, as necessary and appropriate, in accordance with University and Board of Regents policies. As requested, communicate and educate regarding UI Health Care’s position statements.

 

Interpret federal and state governmental programs and regulations as they impact the medical affairs enterprise.

 

Regularly monitor and participate in health policy meetings with external constituencies at the local, state and national levels, in accordance with University and Board of Regents policies.

 

Facilitate interactions on behalf of the VPMA with federal and state governmental and other leaders regarding health policy issues, in accordance with University and Board of Regents policies.

 

Brief the VPMA, Enterprise Committee, and other key stakeholders regarding issues to be addressed at Board of Regents meetings and prepare materials and give presentations, as necessary and appropriate.

 

Coordinate and communicate health policy-related issues that involve the Board of Regents Office in consultation with the Board of Regents staff person assigned to healthcare/UIHC issues.

 

Monitor and assure health policy-related legislatively-mandated reports are accurately prepared and are submitted through the University and the Board of Regents to the appropriate agencies.

 

Represent the UI Health Care at events, as requested.

 

Maintain effective working relationships with faculty, staff, students, government officials and the public.

 

Other duties as assigned.

Create a culture of continuous learning through strategic planning, shared governance, innovative best practices, and the promotion of knowledge development; provide resources for and establish expectations that managers and supervisors will act as stewards of employees’ professional development.

 

SUPERVISION RECEIVED

 

Reports to the VPMA, with a dotted line to the Senior Associate VP and CEO, UIHC; work closely and collaboratively with other members of the VPMA’s leadership team including the Associate Vice President for Finance and CFO; Executive Director for University of Iowa Physicians; Associate VP for Marketing and Communications; Associate VP for Legal Affairs, Associate VP for Health Care Human Resources; and Executive Dean, CCOM. Work with UI Government Relations and Board of Regents staff to ensure effective and timely communication (on policy/legislative issues), as well as to ensure activities are in accordance with University and Board of Regents policies.

 

SUPERVISION EXERCISED

 

Functional and administrative supervision is exercised over support staff.

REQUIRED QUALIFICATIONS

 

A Master’s degree in Hospital Administration, Public Health, Public Administration or Business Administration or related area or an equivalent combination of education and experience is required.

 

Substantial (10+ years) experience in health policy leadership and management is required. 

 

Demonstrated job-related experience with and/or commitment to diversity in the work/academic environment is required.

 

Considerable knowledge of the laws and accreditation standards applicable to academic medical centers, hospitals and academic medical schools is required.

 

Superb oral and written communication skills are required.

 

DESIRABLE QUALIFICATIONS

 

A PhD is desirable

 

Experience at the federal policy making level
