The AirCare Manager will provide managerial and clinical leadership to assure all staff provide safe clinical care, and have the education, methods, and resources to accomplish their performance objectives.

This position will have involvement in direct patient care and focus their efforts in planning, organizing, directing, evaluating, and improving health care operations, clinical education programs and research programs of clinical and health service related to AirCare transport services. The (AirCare) Health Care Services Manager adheres to UI Health Care performance expectations and performs all defined services and other related duties in accordance with the mission, vision and values of UI Health Care.

Key Areas of Responsibilities:

Human Resources Management:

Hiring:

  • Assist with interview and selection process for flight staff nurses and flight paramedics.
  • Makes effective and timely recommendations in matters of hiring, promotion, transfer and disciplinary action(s).   
  • Makes appropriate hiring decisions.
  • Ensure new employees are oriented to department/job and that initial competency is assessed and documented.

Staff Development:

  • Manages the talents, strengths and behaviors of each individual in a diverse work group and provides each employee with the opportunity to contribute to the goals of the unit.  
  • Actively seeks participation from staff on decision-making and customer service improvement activities: provides staff incentives and rewards for contributions toward achievement of service excellence.
  • Coordinate staff orientation, training and development.
  • Demonstrates commitment to people; coaches staff to participate in team decision-making.
  • Develops and implements succession planning.
  • Organize staff meetings. Provide ongoing training on equipment and procedural changes.

Performance Management:

  • Assures performance expectations are clearly understood. 
  • Holds staff accountable to meet or exceed patient needs/expectations as well as maintain standards of collaboration and respect within and among multidisciplinary teams.
  • Completes staff evaluations on time with written, solid justification.

Leave Management:

  • Reviews attendance data, recognizes trends and takes appropriate follow-up with staff.
  • Reconcile timecards on a bi-weekly basis.
  • Knowledgeable of University of Iowa policies and Federal laws regarding leave and accommodation processes.

Employee and Labor Relations:

  • Adheres to all UIHC guidelines and Labor-Management agreements.
  • Creates an atmosphere which provides for effective recruitment and retention of qualified staff.

Other:

  • Facilitate day-to-day problem solving for staff and acts as a resource to others.
  • Develop and update staff schedules.
  • Resolve daily staffing shortages
  • Ensures that all employees are treated with respect and in a manner consistent with University policies related to equal employment opportunity and diversity. 
  • Encourages staff/employees to meet or exceed customer needs and expectations.
  • Research and modify policies and procedures as needed.

Financial Management :

  • Monitors program operating budget maintains unit of service targets on flex budget; analyzes variance and creates a corrective action for expense reduction if needed.
  • Develops a staffing plan and monitors staffing costs, manages inventory levels, tracks supply usage, and develops cost containment strategies.
  • Forecasts expense and capital needs, participates in capital budget development and plans ahead for capital equipment replacement.
  • Participates in the development of the unit operating budget, reviews staffing plan, develops a plan for minor equipment and furniture replacement, reviews service contracts, plans for new supply costs, etc.
  • Is open to creativity in staff scheduling and staff flexibility
  • Assures that fiscal goals are clearly understood by staff and that objectives are met.
  • Motivates staff to high performance by exercising strong stewardship of university resources.
  • Contribute to the development, implementation and monitoring of budget

Operations, Standards of Care, Regulatory Compliance, Quality and Patient Satisfaction:

  • Provides managerial and clinical leadership for provision of patient care to ensure optimal patient outcomes.
  • Provides leadership to establish and/or maintain efficient and effective systems of clinical service within area of responsibility.
  • Consistently makes sound judgments after gathering factual, objective information.
  • Work with Medical Director to maintain quality of clinical service.
  • Contribute to continuous quality improvement programs that are consistent with overall UI Health Care strategy for quality improvement and QI expectations.
  • Communicate to director departmental updates and reports on an ongoing basis.
  • Identifies inefficiencies in current practice/processes, demonstrates tolerance for change and develops a means to enhance the process.
  • Incorporates the principles of Service Excellence to ensure positive patient/customer relations.
  • Formulates, reviews, and revises policies and other standards of professional practice essential for optimum delivery of patient service; assures compliance with established standards of care (practice and performance).
  • Creates and maintains a workplace of choice/ which motivates employees to work at optimal efficiency; encourages staff to regularly establish goals and objectives toward career development.
  • Ensures the program is survey ready; physical plan, staffing levels, staff education/competencies, policies/procedures.
  • Work with helicopter vendor to maintain efficient operations.
  • Ensure safety of landing zone.
  • Knowledge of FAR’s or national aviation authority’s regulation as well as local and regional ambulance regulations.
  • Follow FAA regulations and programmatic/departmental polices.
  • Use EMS Communication System according to guidelines.
  • Ensures advanced level pre-hospital emergency care.
  • Remain familiar with regulatory requirements and assist with/coordinate the preparations for inspections by various regulatory agencies.

Patient Care/Services Delivery:

  • Assesses care coordination within multidisciplinary team to maximize customer service and continuity of care.
  • Provide advanced level pre-hospital emergency care.
  • Direct the care provided by the flight team.
  • Provide documentation of patient care provided and related charges and performs written and verbal follow-up.
  • Establish communication with referring hospital or ground contact.
  • Monitors patient volume and ongoing changes in patient diversity, acuity, and complexity.
  • Develops flexible staffing and reallocates priorities to ensure optimal patient care.
  • Follow-up with director as appropriate if pattern identified or procedural change indicated.
  • Communicate to director departmental updates and reports on an ongoing basis.
  • Offer suggestions to improve services and viable options to resolve problems.
  • Participate in continuing education training, public relations activities, and ground safety programs.
  • Based on principles of growth and development, provides care appropriate to the age-related needs of the patients served on his/her assigned unit, which may include:
    • Birth-28 days: Neonate
    • 1-18 Months: Infant
    • 18 Mo-3 Yrs: Toddler
    • 3-6 Yrs: Pre-School Aged
    • 6-12 Yrs: School-Aged
    • 12-18 Yrs: Adolescents 
    • 18-65 Yrs: Adults
    • 65+ YRs: Geriatrics

Planning and Goal Management:

  • Interprets, communicates, implements, and monitors goals and objectives articulated in the institutional, departmental and/or divisional strategic plan.
  • Functions innovatively and looks beyond current reality to forecast future direction, takes risks, challenges traditional assumptions, and solves problems creatively.
  • Uses customer feedback in planning and providing service.
  • Work with helicopter vendor to maintain efficient operations.
  • Remain familiar with regulatory requirements and assist with/coordinate the preparations for inspections by various regulatory agencies.

Communication and Collaboration:

  • Designs innovative models of care utilizing skills of the multidisciplinary team yielding efficient and effective outcomes.
  • Facilitates multidisciplinary participation in the clinical problem identification and resolution processes; utilizes human resources data and budgetary information to formulate recommendation to Director of Emergency Services.
  • Builds and sustains relationships, resolves conflict, handles negotiation effectively, and develops collaborative working relationships.
  • Participate in continuing education training, public relations activities, and ground safety programs.

Education Programs:

  • Coaches staff in implementation of standards of care, professional development, promotes staff specialty & clinical certifications, adherence to the standards of regulatory bodies (i.e., The Joint Commission, OSHA, Commission of Accreditation of Medical Transport Systems CAMTS, Iowa Bureau of EMS, Illinois Bureau of EMS, Wisconsin Bureau of EMS and other regulatory bodies as appropriate)
  • Educates, provides resources and mentors staff in the management of complex patient care issues.
  • Actively participates in and supports the education of healthcare students.
  • Invests in own continuous learning and skill enhancement.
  • Actively participates in benchmarking with similar practice sites, seeking and infusing best practices.

Research Administration:

  • Facilitates incorporation of quality management and evidence-based practices in patient care.
  • Supports changes in patient care using evidence-based practice.

Position  details:

  • Percent of Time: 100%
  • Schedule:  Full time, Days, Monday-Friday with evenings and weekends, as necessary. 
  • Primary Location: UIHC Main Campus, Iowa City, Iowa.
  • Travel is variable: Travel is required to manage staff and operations at three AirCare bases.  Travel percentage ranges between 25%-50% as needed.

Required Education:

  • Master's Degree in related field or equivalent combination of education and experience.  
  • Must obtain an advanced degree in Health Care Administration or Business Administration within five (5) years from beginning of position start.

Required Licenses/Certifications:

  • Current Paramedic license to practice in Iowa.
  • Ability to obtain Illinois and Wisconsin license within 6 months of hire date. 
  • Driver's License and ability to meet and maintain UI Fleet Safety Standards. 

Required Experience:

  • 3-5 years of experience in leadership/management roles including clinical experience providing patient care in a Level I Trauma Center ED, ICU or high-volume ALS or Critical Care ambulance service and/or flight experience is required. 
  • 3+ years experience in flight critical care service is required,  
  • BCLS, ACLS, PALS, and NRP certifications required by start date. 
  • Advanced Trauma course:  TNCC, PHTLS required by start date.   TPATC required within 6 months of hire. 
  • Experience with unit operations including human resources, financial management, and compliance with regulatory environment with various federal and state agencies and the Joint Commission.
  • Must be proficient in computer software applications.
  • Must be able to demonstrate job-related experience with and/or commitment to diversity in the work/academic environment.
  • Demonstrates excellent written and verbal communication skills. 
  • Certification in a role or specialty through a nationally recognized professional nursing certification body. If not currently certified, must seek certification in a role or specialty as soon as eligible to sit for exam.

Desired Experience:

  • Certified Medical Transport Executive (CMTE) desired.
  • Previous experience working in a large academic medical center.
  • Experience working in a union environment.
